Reasons for a Federal Assessment

On March 30, 2005, it was determined that an environmental assessment was required in relation to the project because Industry Canada considered providing financial assistance to the proponent.

Project Description (as posted in the Notice of Commencement)

Alcan Primary Metal Group (Alcan) submitted a funding request to Technology Partnership Canada (a division of Industry Canada) for its "project to implement a processing plant for spent potlining" (the Project), at its facility in Jonquière, Saguenay. The proposed project consists of building and operating a processing plant for spent potlining with a maximum capacity of 80,000 t/year. The plant will use a chemical process developed by Alcan, called LCLL ("Low Concentration Caustic Leaching and Liming") that enables to process spent potlining in order to convert it into a non hazardous waste facilitating the recycling and the upgrading of some products derived from spent potlining.

Final Decision

A decision was taken on June 29, 2006 and was that the authority may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the comprehensive study report and taking into account the implementation of appropriate mitigation measures, the authority is of the opinion that the project is not likely to cause significant adverse environmental effects.

Follow-up Program

It was determined that a follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project.
