Grasswoods Reserve Septage Receiving Station, Retention Pond and Final Disposal to City of Saskatoon Forcemain
This is a non-designated project on federal lands or outside Canada. The listed authorities are responsible for the project assessment.
The Proposed Project
English River Enterprises Property Management LP is managing the construction of the wastewater treatment plant (WWTP) at the Grasswoods Reserve located immediately southwest of the City of Saskatoon. The proposed WWTP is currently in the construction phase that commenced in April 2021 with an anticipated completion date in May 2022. Once completed, the WWTP will receive sewage from the commercial development within the Reserve (subdivision) and treat it using an advanced membrane biological reactor treatment technology to produce high quality treated effluent.
The treated effluent will be disposed of via temporary storage for evaporation and irrigation. Storage will be via a pond (storm/effluent pond) proposed for the subdivision and to be constructed 40m north of the WWTP location. The storm/effluent pond and irrigation system are in the conceptual stage and will be constructed in the near future. This will be phased out such that the effluent will be allowed to fill and evaporate in the pond during the initial phase of development in the subdivision, Irrigation would be implemented when its determined to be needed as development increases within the subdivision.
Future disposal of effluent to the City of Saskatoon's (COS) storm sewer system at Preston Avenue is currently being reviewed with the City of Saskatoon and Water Security Agency.
As part of the WWTP, a septage receiving station (SRS) is being constructed adjacent to the WWTP. The SRS is intended to receive wastewater from septic systems via truck delivery. Wastewater samples from potential septic sources / customers will be tested and reviewed for acceptance prior to approving delivery. Continuous sampling of approval trucked wastewater will capture any deviance from the requirements. The wastewater collected at the SRS will be directed the WWTP's wet well, which has an equalization storage (pre-holding tank) capacity 180m3. This provides dampening of not only peak flows, but also peak loads.
Wastewater automatic sampling is also provided in the WWTP at two locations.
1) For sampling raw wastewater down stream of the 2mm fine screens and prior to the MBR treatment system.
2) For sampling treated effluent downstream of UV treatment.
The WWTP will be equipped with a laboratory with equipment to facilitate testing of the required wastewater constitutes including the typical regulated parameters i.e. BOD, TSS, TAN, TP, and coliforms.
Proposed New Infrastructure for the current WWTP in construction includes:
- Underground compartmentalized concrete substructure
- Pre-engineering building to sit on top of the substructure
- underground sewer pipelines that will direct sewage from the subdivision to the WWTP
- underground water line to services the WWTP
- utilities provided by Saskpower, Saskenergy, and Sasktel
- a septage receiving station to receive haul wastewater and divert it to the WWTP
- Standby diesel driver generator.
The overall scope of the wastewater system in the subdivision includes:
1. WWTP currently under construction
2. Initial treated effluent disposal by storage, evaporation and irrigation to be completed in the near future.
3. Ultimate effluent disposal through a forcemain to City of Saskatoon's storm system (connection at Preston Avenue)
Project activities for the WWTP include:
- Design Phase (Completed during 2019 environmental assessment)
- Wastewater Treatment and Disposal Agricultural Feasibility Study, December 2019 by CanNorth Environmental Services Ltd.
- Geotechnical Investigation, September 2020 by MPE Engineering Ltd.
- Effluent Disposal Strategy and DUIS, November 202 by MPE Engineering Ltd.
- Design Basis Memorandum, December 2020 by MPE Engineering Ltd.
- Issue for Construction Specifications for the WWTP
- Issue for Construction Drawings for the WWTP
- SUEZ final proposal for their MBR treatment system
- Construction Phase (Ongoing)
- WWTP (including the SRS) is currently under construction by Wright Construction Western Inc.
- Completion is projected for May 2022
The near future effluent disposal by storage, evaporation and irrigation portion will include:
- Construction of a pond that will server a dual purpose: 1) storm pond servicing the subdivision, and 2) effluent storage. Effluent will be allowed to evaporate initially and monitored over time to determine when irrigation is determined to be needed.
- Construction of an irrigation system to consist of piping and pumping to draw water from the pond and irrigate the immediate area east and north of the proposed pond location. Irrigation feasibility was completed as part of the WWTP design phase.
Ultimate effluent disposal will be via a pumping and piping system to the City of Saskatoon's storm sewer system at Preston Avenue.
For the WWTP construction project, excavated material during construction will be used for final site grading. no hazardous waste is expected from the site. Routine construction waste material will be managed by the contractor and supervised by the owner's representatives to ensure proper collection and disposal to a licensed facility.
One the WWTP is in operation, waste activated sludge from the MBR treatment system will be thickened (TWAS) and stored in an underground compartment incorporated with the WWTP. The storage volume allows for detention time of approximately 2 months to being and 1.5 months in the future. The TWAS will be pumped and tracked to the City of Saskatoon's wastewater treatment facility for further processing and disposal. The City is acceptable with the expected TWAS consistency and volumes and are currently working out the delivery logistics with ERPM.
