Lac La Ronge Morin Lake Solid Waste Transfer Station & Decommissioning

The Community of Morin Lake has a waste system that services approximately 600 residents (120 dwellings) comprised of a landfill and 1 tonne grain truck for weekly collection. The landfill is a Saskatchewan Ministry of Environment permitted landfill located on provincial land. The history and remaining capacity of the landfill is unknown. The landfill is operated as a uncontrolled dumping site with compaction and cover using a tracked loader periodically. Studies for a proposed regional landfill overviews that to make the Lac La Ronge Regional Waste Management Authority (LLRRWMC) regional landfill economically feasible, nearby communities should close their existing landfills and develop waste transfer stations and/or direct haul to the landfill. Morin Lake is a participating member of the LLRRWMC regional landfill as it is approximately 100 km away. Participating communities will develop a solid waste transfer station (SWTS) that can accommodate recycling materials for a Recycle Depot and SARCC. The Morin Lake SWTS will be located on Morin Lake IR 217 and includes the development an approximately 80 m by 80m SWTS with a 2-3 bay grade separated roll-off bin waste transfer station with a waste diversion area. The waste is to be hauled for final disposal at the La Ronge landfill.

New construction of the solid waste transfer station to include a fenced gravel pad with moveable bins and storage containers for garbage collection. No power, underground utilities or communication is required at the site.

Predesign and geotechnical investigation, detailed design, bidding, construction, commissioning and operation of the Solid Waste Transfer Station.

No waste is generated by the construction of the project. The site shall contain all waste brought to site and be hauled to the La Ronge Regional landfill. All waste will be contained with no waste piling on the ground permitted.

Upon development of the SWTS, the existing landfill be be decommissioned to Ministry of Environment decommissioning requirements, as the existing landfill is located on provincial land. Decommissioning of the existing landfill is included in the scope of work which includes land cover of the site.
