The Proposed Project

Brief Project Overview:

The Canadian Armed Forces (CAF) has identified and will be providing recognized military tributes representing the Navy, Army and Air Force branches of service for the purpose of presentation and branding at the main entrance to National Defense Headquarters (NDHQ) in front of Guardhouse #2 immediately off of Moodie Drive.  This project has engaged a consultant to provide comprehensive review including design drawings and specifications for the purpose of full implementation of the military tributes at 60 Moodie Drive, NDHQ Carling Campus, Ottawa, ON.  In collaboration with the Department of National Defence, specifications and accommodation for the mounting of a RCAF Sea-King Helicopter, Army M109 Artillery piece and RCN 3-70mm gun turret will be implemented for ground display. 

Work will include the construction of three concrete surface pads for the display tributes to be permanently located.  The scope of work will be limited to the existing ground areas west of guardhouse #2 for construction of the concrete surface pads to support the displays.  The intent of this project is for construction implementation to commence late Fall 2021 with completion in Summer 2022. 

This work will not include alteration of the existing parking lot and roadway footprints nor involve relocation or redesign of any vegetation, trees, storm water management ponds or impact species, wildlife or their habitats which may be found at the Campus.

Description of General Project Activities:

A general contractor will be performing, but not limited to, the following activities to rectify the above issues:

  • Site preparation and construction hoarding of work areas,
  • Ground excavation for required concrete surface pad installations,
  • Craning of military display tributes onto concrete surface pads,
  • Permanently securing of displays to concrete surfaces,
  • Reinstatement of disturbed grounds and replanting of grass,
  • Site cleaning.

Project activities are expected to be performed by personnel using a combination cranes, heavy equipment such as excavators, bull dozers or similar equipment, hand-held power tools such as small electric, gas or pneumatic operated tools (quick cut concrete saw, chipping tools, edger etc.) along with small mechanized vehicles such as small trucks, skid-steer loaders etc.
