Public Comment Period on Intent to Make a Determination

2021-07-23 - Infrastructure Canada and Indigenous Services Canada must determine whether the proposed Stormwater Management (SWM) Infrastructure Remediation project, located in Armstrong, is likely to cause significant adverse environmental effects.

To help inform this determination, Infrastructure Canada and Indigneous Services Canada are inviting comments from the public respecting that determination. All comments received will be considered public [and may be posted online]. Project Summary

Whitesand First Nation aims to upgrade the existing Stormwater Management (SWM) infrastructure. The Stormwater Management (SWM) Infrastructure Remediation Project will focus on the area's SWM system's lots, ditches, swales, culverts, septic fields, and sewers. The linear stormwater assets, approximately 3,000 metres (m) in length, consists of the roadside ditches along Doug's Drive, Mikiizimeekenna Dr. and Ring Road, which along with the lot swales and drainage, make up the overall stormwater management system.

Scope of work:

  • regrading of property lots to direct stormwater away from homes
  • clearing out, resizing and grading of ditches
  • development of approx. 250 m of new swale to direct the SWM flows from the subdivision areas to the natural attenuation area
  • replacing and installing of approx.78 culverts (approx. 600 m of culvert) to account for increased stormwater flow
  • remediating septic fields, weepers and directing sewer outlets away from residential areas; and
  • installing a stormwater treatment system to allow for any sediment in the stormwater flow to be removed prior to discharge to the environment
